Mentalism mod "Psi Power Wave and Psi Armor Wave cause all targets' melee attacks to cost -15 Power for 20 seconds" seems to shorten melee skills' cooldown, but only on the client side. In my case, with the power wave casted by someone else, I see my Wind Strike (Sword) which has a regular cooldown of 10s, suddenly get a buffed green cooldown of 1s. It's basically gets ready immediately, but when I cast it I see an error "Ability not ready"

I actually got that in other circumstances where not mentalism buffs were present.
Client side cooldowns are all wonky since last patch (or before). I experimented it mainly with sword and psy.
We had it only with that mod active on my armor/power wave, got it off and everything works fine again.
I think, at least..
I am almost certain I've seen this happen recently, but had assumed it was lag or player error on my part 😅
This is the same thing that happens to your abilities after being stunned.
Yes! I see this often after a stun.
So after some testing, I found out that the power reduction mod for Tell Me About Your Mother actually affects the DISPLAYED cooldown of my epic attacks (Backstab and You Were Adopted), but not the ACTUAL cooldown for those abilities.
