I dont remember civilians being an issue when achieving milestone. If you investigate them and let them pass, it should not be in conflict with any kind of missions.

I disagree. For an E2 4 Star, I think Myrtle is still the best long term investment, because she will still blend in naturally in 6 Stars squad. Other 4 Stars will be benched almost completely when the 6 Stars are developed, I dont like the idea of wasting materials E2-ing 4 Stars that will be benched. Besides, most low-end guides require only E1 Lv60 4 Stars. That being said tho, rushing E2 Myrtle first is not the way to go I dont think. I'd raise the other units to E1 first before focusing on E2-ing any.
