Is Typhon S3 the best bosskilling skill?
Typhon S3 is currently has highest single target total damage out of all skills in the game. The trade off is that she takes 55 seconds to dish out all of that damage, resulting in a rather low DPS number. This skill is usually used against some specific bosses (namely Cliff from Come Catastrophes or Wakes of Vultures event, and the Ending 4 IS4 boss), but other than that, she is on mobbing duties with S2 and leave Mlynar to do the work.
Is Typhon better than Rosa?
Yes, but not directly. When comparing their S2 damage against a Weight 3+, Rosa still wins against Typhon in 1 target scenario at all DEF values. Not really. Both are distinct enough from each other to be used together in battle. In an overall comparison, Ray would be slightly better because she boasts huge DPH numbers and a permanent bind (as long as she attacks that target) on a relatively short cycle.
Should I pull Typhon?
If you don't have Proviso: Pull Typhon banner
If you do have Proviso: Still recommended to pull Typhon. She has the best AFK skill in the game and I know how much people love drop and forget units. But saving for the guaranteed Degenbrecher > Reed Alter > Ray (ETA: 5 months) is also an option.

Module gives +1 to unit in front giving incentive to place all of them in battle, which makes me think I might as well use Myrtle's S2 that heals adjacent unit while at it
