I'd argue it depends on usage. Technically yes, but practically probably not until you're an endgame player, and even then other things are higher priority.

S1 is more for AFK strats/doing a lot of pushing into holes, which usually Shaw SL7 can accomplish.

S2, in my experience, is for niche stalling scenarios - Lone Trail S-5, and one of the recent CC rotator maps had this as a thing.

S3 is mostly for very niche CC scenarios (CC...2? Had this I think) or memeing with support units like Angelina or IS relics due to its higher SP requirements.

I have mine at M6 (S2 and S3) (because I M3'd FEater before Weedy released) and only recently M3'd S2 because of how it was used in the recent CCBP
