Not intending to be rude but you seem to have made multiple threads about this pity system idea. In my opinion multiple separate threads makes clear conversation difficult and I assume any positive reception you receive will be split between your threads.
It would be more courteous if you updated your other threads as your ideas develop rather than posting a similar thread that hasn't addressed issues proposed in your previous thread.
Your idea by itself is fine but the thought of scaling the pity system by the mv values of the mythics is not feasible, the mv values have been determined by the relative rarity of these items due to their drop sources. The reason some are worth more is not because their drop itself is rarer, it's because the boss which drops that particular mythic is killed by less players less often, thus less of the high mv items exist. This accounts for supply but of course demand also determines value as some mythics are worth less due to being undesirable even if they have the same drop source as another mythic (the flamefeather mythics for example).
Because the mv value is determined by the amount the boss is fought not the drop % chance, scaling the pity amount needed for a guaranteed drop by the mv value will not work. You'd be making the bosses which are already fought less often also require more kills than common bosses to get your pity drops.
If you want the pity system to make sense, all bosses mythic drops should require the same number of kills for a pity drop, because the rarer mythics will still remain rarer because their drop sources are rarer, not the drop % chance itself.
If boss A spawns once every 5 minutes and has a 1% chance of dropping a mythic
While boss B spawns once every 20 minutes and also has a 1% chance of dropping a mythic
Then when both require 250 (for example) kills for a pity drop, boss B's mythic will still be rarer in comparison to boss A's mythic and therefore worth more (assuming both are just as desirable)
In your case if boss B required more kills for a pity drop due to already being rare you've just made a system that is slanted towards low tier drops whilst making a far smaller impact on high tier drops to the extent there is little point of having a pity system for those high tier drops because farming the kills for a pity drop would simply be inefficient compared to farming the now far more common low tier drops and trading.

The only assumption here is that mythics for the most part have the same drop chances thus their value is determined by their bosses spawn rates (and how challenging the fight is because it decreases # of kills) as well as their desirability.
Drop chances are not currently public but I've been informed by multiple people that in practice mythics have a roughly 1% chance of dropping.

You still propose changing the drop chances for mythics based on their mv value in your original post in this thread. This would have an even worse effect, making rare boss fights also less likely to drop anything compared to common fights. Of course the pity system would be used more here for higher tier fights, but not because players are unlucky and instead because the drop odds are worse than that of common fights.
Ideally you would want the same drop odds and the same number of kills for pity drops because then the system remains balanced in the same way it currently is, around the frequency of the boss spawning and the number of players killing it.
You asked for a reason for downvoting. I have given you a reason, explanation, and an example.
