7 months is a long time for no driver updates, make sure your drivers are updated, if that doesn't help, switch the Graphics API back and forth between Vulcan and Direct x, 12 DX is the most stable and looks better imho.
But Vulcan seems to have the most stable memory usage, but that shouldn't matter if you have at least 50gb free on your main HDD/SSD drive.

It could also be the weird bug that lags your keyboard when you tab out and if it is all you need to do is run the benchmark test when you load the game, at the main menu, click story then settings at the bottom and hold x, run the test for 5 seconds and the bug'll be gone.
It's more than likely a driver update or a hardware issue.

ALSO verifying files through steam or rockstar launcher sometimes fixes FPS issues.

Is your graphics API set to DX 12 or Vulcan?

The only thing I can think of is that in the benchmark, your CPU isn't topping out because there's no NPC scripts for it to worry about, but obviously in game there is.

Also is the fps just as bad in story?

The ONLY thing I can think of is that there's an external fps cap on the game.
Because fps cappers detect when the game is loaded not the menus.
Do you have any software that could do it?
Because other than re-installing I really don't know..

Something is definitely capping you fps at 30 but I don't know what it could be, cause the in game fps cappers is only 60 or 120..

What are you using to monitor your fps and have you disabled the steam overlay?
I know the steam overlay fucks with the game because of social clubs overlay.

Fps cappers know when the game engine is running, it's what they modify.
The main menu is not the engine running fully, that's why we have to load from a menu.
Something is definitely capping your fps, it's the only explanation because it's clearly not a hardware issue, it's a software issue.
Do you have any software running in the background for your gaming peripherals, like your mouse or headset?
