Winning Streak, is pretty solid, makes killing more tankier npcs like the bucket heads in CTA easier to take down, or if you use scopes you could always use sharpshooter. But generally combat cards aren't as useful in pve as npcs are typically a 2 shot kill and headshots are easier to land on npcs.
