Legendary Animal Hunting

Is there a way to make them spawn naturally because I've been using pheromones in spawning areas (using the jean ropke map) but there's never any legendary animals no matter what
How do I make them spawn?

It's all RNG for spawn. The pheromones don't make them spawn in; it shows you where they are if they spawned in.

The best chance is to hang around the area when there are higher spawn modifiers active (ie night/day or weather effects) and hope you get lucky.
