You can't create multiple characters, since you still use the same rockstar account

You can only change appearance

It's possible only if you buy RDO on a second Steam account which will be linked to a second Social Club account.

Rockstar accounts are permantley linked to your steam account. Some times it's actually very use if you get a new pc there's no need to sign again but it has its issues. If for whatever reason you did wish too disconnect your social club account from steam, Valve support would be your best bet
