Yeah maybe, but it's still like, you can use a variety of debuffers vs latias, and the lack of aoe moves and being flinch able/countered by lucky skills makes her less restrictive than Regirock who mandates either high sustain, quick offensive power, and greatly favors physical attacks, while being immune to debuffs, and disables for most of the fight
(disables are still good against Regirock tho to build up that offensive
But the offensive threat of latias is def much higher than uxie
