#Unknown surface quality issue similar to pillowing but not quite

Issue is not happening regularly, but I’ve been printing some composite molds recently that have had a surface finish that is inconsistent, kind of like pillowing and overheating but not quite. Pictures attached.

Material is OverturePETG at 255°C on 80°C bed at 200mm/s.

Any thoughts?

Delamination issues similar to if the print was being cooled too much, but the fan is not on and the printer is enclosed with some pretty moderate heat accumulating up top in the print area

printing too fast, hotend can't keep up maybe?
