Weird Under Extrusion?

Hi guys, I'm relatively new to all of this. Any idea what might be causing this issue with printing? it puts down the skirt around the part perfectly but once it tries to print the actual part it does this on the perimeter. Any help is appreciated!

The skirt is not perfect, it is too far from the bed

Lower your nozzle and use a large line width for the first layer
