Register for a Steam API key at https://steamcommunity.com/dev/apikey and put the key it in your server.cfg : set steam_webApiKey "<KEY>"
You can disable the Steam API key for your server by putting set steam_webApiKey "none" in your server.cfg file.
Don't forget to restart your server and to try again

Try generating a new API key.
