Some clans genuinely don't know that they have a cheater in their ranks, despite their best efforts to keep them out. What should be done about clans that get clobbered despite their best efforts?

Twice is not a lot given the prevalence of hackers in this game. The rule is good for deterring, but even then, cheaters/hackers/exploiters/malicious actors tend to be deceptive at minimum. There are going to be cases that a clan has 1 or 2, even if they are trying their best to keep them out.
