In the 'Display' settings, most players have the option to enable functions under the 'AMD FSR 3' section for better frame generation, clarity, and sharpness. Under normal conditions, my game naturally runs at about 120 fps. That is while on the ground, running around, and not in active flight. However, a bug I've noticed with the 'AMD FSR 3 Frame Generation' on/off option is that it automatically toggles off after taking flight. You must manually enter your settings mid-air to re-enable it each time you take off.

That being said, what once was 120 fps on my end drops down to almost 60 fps. And although on my end the frame change is not too drastic & won't cost me much in combat, players who may not have strong enough processors could have their frames drop even lower! I'd hate to see a 60 drop to 30!

You summarized it fairly well. Frame gen during flight was significantly more intensive then frame gen on the ground, and so it was disabled to prevent performance issues.

It is possible to get around it by manually re-enabling it midair (as stated above) and players with beefy enough PCs to run frame gen during flight brought it up with jao during a qna about potentially changing it or adding a toggle. Last we heard it was under consideration.
As a personal note, we may not see in-flight enabled or enabled as a toggle until there is a performance pass over the issue. They do intend to have frame gen in flight in the future.

As to the comparison of a 120 to 60 drop vs a weaker pc potentially experincing a 60 to 30 drop without frame gen. The native frame cap of the game is 60fps rather then unlimited. Frame gen can be an intensive process on its own, if a player is using frame gen and getting 60fps or lower on a weaker pc, I would suggest turning frame gen off and seeing how the pc performs without the added load of trying to calculate frame gen. Ive assisted several cases of players on weaker pcs that have had more frames, of better quality, with frame gen turned off, then with it turned on. Turnning off frame gen on a weaker pc is unlikely to drop the fps by half.
