You can do that. Just set yourself up a private server and make it password-protected, then give no one the password. Done?

What Gamarasa said. Only issue is if you're doing that just to check out dragons, it's a huge waste of money. And I honestly highly doubt the devs would make single player work so you have admin commands, assuming they'll make a full on single player in the future
