This is indeed a feature available to everyone's private servers, they can simply turn on RP and it allows every player to see each other.
We also have a few RP servers which are currently low populated however.
Official MM for example will remain how it is as of current.

it just feels unfair that your clan and personal reputation get ruined when you are not even on just because of confusion of who people are. if this is not going to change can you came dragons more unique like people and faces so its harder to be falsely identified

Most everyone has at this point been accused, falsely or accurately, of "murder" or hatchiekilling in this game.
It's almost a rite of passage on the more active PvP servers.
Can't let it get to you or it makes you seem even more suspicious.

Seeing names would be really bad for PvP. Maybe just have the person's name displayed on your death screen.

I dunno what you mean, Call of Duty and Like games that do that are bastions of civility after all. 😇
But yeah, overall that is an idea that has merits, but invalidates no end of actual PvP strategies and tactics.
It is also unlikely cause it goes averse to the recent tendency to make people less recognizable as clan-members and such (like not showing clan tags in chat in officials).
Not seeing this as likely.
