Reaching the clouds is pain. Takes so much stam. With how the weather is right now theyre not able to be used as an advantage either way. I know there will be thicker clouds in the weather system but thats besides the point. To make it worth it going above the clouds let dragons travel 1.5x their normal speed above the clouds. That way people might actually consider going up there for other reasons than just being bored.

Some dragons are already quite fast as it is. I'd be worried that 1.5x speed would make them too hard to control while you're not in the open sky (taking off, landing, forests, etc)
We do have the secondary stam bar too so I think that at least at the moment the cloud situation is perfectly fine. I've only flown up there a couple times myself on an ss and wasn't worried about my stam at all once I got there.
If other dragons struggle to get up with enough stam leftover I wouldn't know, but they would be good to list so maybe slight changes to their individual stamina can be considered?

I think OP was trying to say "give dragons a 1.5x speed boost when above clouds" to make the sky some sort of speed lane for dragons
