The best country honestly depends on your college course (med/engineering/etc) and the current situation there rn, your religion and ethnicity, your family's income, your adaptability skills, what languages you know, etc

If you want to STAY in the country after you're done with your studies -> I suggest Canada and Australia, they give PR easier than USA
Poland is relatively affordable compared to these three & other EU nations
Funfact, other than these there are some unis in Nordic countries that have no fees for international students
