Most bells in game call the animals back to the area and clear out darkness, ie. Forest Jellyfish and rain.
So maybe the ancestors built the bells as a way to tame the light creatures.
The bells could also have a special power that attracts things of light.

ahh i was rewatching the cutscenes ginsy compiled, and i realised that the elder leitmotif that plays in most of the elder's themes plays in the 6th bell cutscene. it doesn't play in any other of the bell cutscenes and the chonky manta comes out in the 6th cutscene after the leitmotif 
edit: since the chonky manta is called the elder manta in the concept art, the elder leitmotif confirms (for me, at least) that the chonky manta we have rn is an elder of it species, i'm assuming
