whenver i draw, i like refuse to actually block things out with the base color, so i put like a little down, and then just blend it out and then put more because i hate blocking things out because it makes the edges too sharp. if the edges are too soft i just use a hard eraser, and then i just sorta,,, layer on top with different types of layers (overlay is my god for making things glow) and yeah, at least i think thats how it looks like that

the problem with drawing like that tho is that you have to avoid or put a layer underneath what you just drew or else when you draw under it, it will show through because blending makes art translucent
