I’ve been looking at Neuro programming and have identified some issues. I’d like to run Neuro locally (on localhost) and then work on a better extension for it.

in which case the answer is yes
us normies use a simulator server to test though

is it the SDK?
the sdk doesn't come with a simulator server
in fact no sdk comes with a simulator server except the python one which 1. isn't being used and 2. isn't just able to be started right away
jippity "v2" has (sorta) official (as in from the maintainer) support for any openai-compatible api but that's not on the main branch yet
