Make Neuro use screen effects

Like the capcut fire exploding effect, that explosion gif effect and others
Bonus if they can use them simultaneously with the sound effects, also add more sound effects like the aneurysm one

Sounds like a pretty fun idea to let Neuro use visual effects similar to sound effects. They would just have to not use them too often for it to not be annoying but would be great for chill streams
