If you are talking about chill streams then it would make sense for her talk in Japanese during those. But it would be confusing for collabs if she's speaking Japanese and the collab partner is speaking English. Some chill streams also have other people join that don't speak Japanese like Vedal or collab partners which would also be confusing.
I don't think the majority of Japanese people would feel any discomfort even if Japanese and English translations were mixed together.
she doesn't actually speak japanese during karaoke, the songs are prepared in advance and none of the lyrics come from her AI
However she does sometimes say things in other languages and it would be cool to see her try and interact with chat or a collab partner in only Japanese.
It's very unlikely but what about a collab with a japanese vtuber on just the Japanese channel while speaking Japanese?
I understand that the lyrics were not generated by AI, but I want to convey that Japanese pronunciation is good, so I thought that if I could translate it into audio, it would be easy to understand.
I don't mind collaborating with Japanese Vtubers either way. Since this is Neuro's channel, I think Japanese viewers will be satisfied if Neuro just speaks Japanese. And only on Japanese channels.
The biggest reason vedal hasn't considered this is the lack of trusted japanese moderators. Neuro's filters do not work as well in Japanese, it's risky she might say something in Japanese which is very bad...

I mean you could link up neuro's already translated speech to another TTS for japanese speech, like a kind of dub for the jp channel? But thats a probably a thing to think about after V3 voice is finally done

mm yeah its just a theoretical for this suggestion 
that’s regarding her speaking another language but Neuro speaking japanese on the jp stream would just be a translation of her normal stream audio which should be moderatable, the biggest problem is realistically the latency since Neuro’s audio would need to go through the additional processing of translation
