Neuro or Evil can turn the stream on and "off", BUT:
But they are not shut off if the stream end and they lost access to the chat during offline times.
If after 2 hours they decide to end the stream, they are actually turned off

It depends on how Neuro works. If they are like chat gpt (act only with user feedback), sure.
But I'm supposing that they are not like this, and actually "check" the chat each X seconds
If they made this check and returns a empty string, it would trigger a reaction
As they can perceive the passage of time (like is already proven that they can), them they would quickly learn/perceive that end the stream early is a bad thing
