I notice a lot of them have these clumsy + flimsy and uncoordinated looking movements that don't really fit the girls.

Neuro and Evil are VTubers, but they're also kind of Vocaloid/Utauloids. The choreography with Kagamine Rin and Lin are good examples because of the twin dynamics.
I can see Len's movements in this example matching Evil's vibe pretty well. Especially with the slight hair flipping.

1 - Train them on like hundreds of data sets for dance over a long period of time.
2 - use someone like Filian with full motion capture to do the dancing for them live.
3 - run a dance program like MMD and use a preset dance.
4 - Hire an animation team to design and animate a dance for each specific song.

Why not do a Minecraft concert? Were people can join the server but just not interact with the stage and stuff like how some of the bigger servers do it? The sounds could still come from the stream itself but doing it in Minecraft adds interaction with Chat and is as far I've seen quite original. Given that Neuro can't really do dancing but can play Minecraft she still could move and stuff solving the issue of her either standing still or having to hire someone.
