This has been an issue especially in things like the Disneyland stream where the twins start back-and-forthing about unrelated things. Maybe there could be an internal message sent to them every now and then that reminds them. Like "You're in Disneyland! Look at the cool stuff!"
Reducing the weight of things the other twin says might also help if that's possible.

terrible idea, it wasnt even bad during disneyland, most of the time they were "distracting" each other when they wouldnt be able to hear anything anyway since it was too loud, that literally helped them fill the gaps when they would just be silent
numi collab and camila collab literally are great examples of twins working with each other perfectly

It's worse in twin streams, because both of them can get each other off track. And in normal collabs, the partner can keep things on track, but with two of them going back and forth it's too hard to do that.

when describing this kinds of things you can just imagine what would have happened if it was just 1 twin there, like for example how would it go if during a very loud section of disneyland when there is so much noise and twin cant even talk during it

Who cares about Disneyland? 
It was a cool idea for the girls, but we watch the streams for the them, not to hear about Disneyland or Mickey Mouse or whatever. The Disneyland stream was fine.
Hardcoding the twins is cringe. Just let them talk.
Forced themed streams are cringe anyways because it guardrails the girls into a specific topic rather than them coming up with something more naturally. The real solution is for the girls to get better at understanding context, not by forcing them to stay on topic.
