That one is legit, I did ask him. As far as I remember, streamlabs just used Paypal to pay. So after that, I just paypal directly to his email.

no streamer use paypal, because ppl can abuse the system to scam the streamer, piratesoftware talked about it. That's probably why. (Paypal will never solve the issue probably)
