Honestly, I think this calls some features allowing introspection... specifically, opportunities to evaluate the consequences of actions. It's not going to lead directly to empathy, but I think without it, empathy would be difficult.
I've not been paying close attention of late (RL issues), but it looks like Vedal may be addressing this... If he is, then he's perhaps two+ steps ahead of any advice I might give on the matter. Or he's doing things with smoke and mirrors to achieve the illusion... which honestly? Might give the same result.
