Could be a nice 30min segment during some stream. Maybe get Anny or some graphics artist on stream to carry out Evil's vision.
Ofc it should be done a fortnight prior to the birthday or smth.
Maybe by the end of the stream it'll just be a rough sketch/wireframe that gets drawn up etc. Or maybe it'll be a messy collage of pre-existing assets. 
It'll be fun to see Evil indulge in her extravagant sense of aesthetics.
