Add a channel point redeem that is ludicrously expensive called "buy metal pipe for neuro" or something like that.
Upon redeeming, Neuro/Evil will obtain a single pipe they can (not guaranteed that they will) drop at any given point. When they are out of pipes, they can no longer use the metal pipe sound.
This system could be used for other things, not just metal pipes, in the future.
