Make the skin neuro uses publicly available and make a chat command that links to a download for it.

The command used to be a thing but got removed for some reason

it should defo be in the channel description or in the forum FAQs or even in an FAQ article on vedal.ai
However, is it still important enough to be turned into a twitch command? The last osu stream was months ago, and the fanbase is no longer majority osu fans (i assume). Thus the command wouldn't be useful to most of the fanbase).

theres still people almost daily typing out !skin or !osu in offline chat trying to find it

and why does it need to be "important", we literally have a !fumo command that just makes the bot send in chat.
