I think giving Neuro partial controls to a game via hotkeys and what those hotkeys do is a very neat idea. Lets take Need For Speed Most Wanted as an example, there's two "special abilities" in the game: Nitro (boosts acceleration) and Speedbreaker (Increases the car's mass by five times and slow down time) and by restraining Vedal to its manual use and giving the abilities to Neuro for her to activate them, either by asking her to activate or by her wanting or not could lead to hilarious results, specially in pursuits at high heat levels or on boss races.

This is just an example, in other games could lead to better results.

Neuro where she can influence the game verbally works better rn I think so anything choice based works well

An alternative approach would be similar to bowser's fury. It has a 'buddy character' that is invulnerable and can collect coins/do a little damage etc. (intended for playing with your kid), but is ultimately inconsequential (and thus can't stall the gameplay)
