Something like a bouncing effect, and the ears bouncing a bit after they grow out, and maybe something like the arms animation of Hiyori.
It would make it cuter when they appear, and they could also appear with comedic timing at times.
Like "Did someone say I was cute" boiing and the cat ears appear.

Neuro could also go hhnnnggg (like pushing them out by force) before the animation as well, idk. In any case, there's room for more little animations like that to make Neuro more lively.
