dedicated transcoding/ML card
I looked into potentially having a dedicated graphics card for transcoding a few month ago and found that everyone is recommending against it.
Apparantly a 2nd GPU just ends up halving your PCI-E lines to your main GPU and with transcoding it would eat up a bunch of PCI-E Bandwith to the point where it's not worth it. (though I did that research in regards to an overall AMD system, and I don't remember if that same would apply to intel/nvidia systems)
Though a seperate system for specific GPU tasks might be an option 
Isn't that just a problem if the CPU doesn't have enough lanes though? (and a sufficient motherboard that doesn't limit the amount of lanes ofc)

Some manuals to motherboards can also tell what configurations it supports (depending on the CPU) when some PCIe slots are occupied
well the CPU should have 40 lanes, so as long the Motherboard is a good one, it should work out well

Scratch a server, just go straight for a data center
wait does it actually saturate the pci lanes? to my knowledge GPUs run just fine with 8x as with 16x and only a bunch of SSDs can manage to oversaturate pci lanes
assuming your motherboard is fine, it depends on your CPU's capabilities
