So 39 cards is still a huge chunk of cards to cut. You also created so many different categories of cards that make it.. seem less obvious where you have to many?
I tend to go with Carddraw/Ramp/Targeted Disruption (including Removal, but also Protection) and MassDisruption (Boardwipes and most Hatebears etc.)
This way I instantly can see where I can cut down on cards and also can see which cards I have tagged and which dont.

For example, the Heraldic Banner isnt in your ramp package when it surely should be.

Cut down a few of the 39 cards and then I'm willing to help you go down, but rn there are still so many directions you could go into. Choose one and focus on that

I'm confused a bit about the point you made about categories. Totally get that I could consolidate here given how many I have over 100 so I made targeted and mass disruption categories. I think my biggest issue is that even with 30+ cards to cut everything feels like it has a place or I'm not sure which takes precedent given the unique strat of this deck, it seems like there's only 1 direction to go that needs multiple layers so all the cards feel necessary rn
