I can't tell if this deck I am working on is bracket 2 or bracket 3. It seems reasonably strong against creature strategies, but gets hard countered if my opponent does not run many creatures. It feels like this deck is probably better suited for bracket 2, but I would like some second opinions on it

I think i would still consider it B2.
If I saw it correctly your main goal is to steal enemy creatures and then sac them away with your commander to put out your stuff.
As you already said it is heavily reliant on the fact that your enemies play creature based decks, but what do you do if they simply stop playing their big beaters or you get out of treachery spells. Then you are sitting waiting to die probably if your board is not big enough
