Bashtronaut is a better creature by a large margin, but lackey gives you a way to draw a card if you're not doing anything. On top of that it has 2 very good keywords that let it be both offensive and defensive when you need it

i like the start your engine more in general without regarding the rest of the deck

i feel like a one itme "2" mana to draw card (refunds 1) is really not worth it in red

if you use it as a one time ramp, it maybe worth a little more
