A few things as points of reference, that tends to help when judging decks.

Personally, I think of cEDH as PL 9+10. Looking at how many differences there are between the cEDH version and your version, yours feels like a 6.

Most precons are normally between 3-4s. Some of the more powerful ones (like the eldrazi ones) can feel like 6s.
7s can have fast mana but jank strategies. Also tutors.

If you can, separate out your cards "purposes" into the different tags. for PL 7s, normally you would try aiming for 10x mana ramp, 10x card draw, 10x removal, 10x protection/recursion effects and some check what tutors you have.
