I guess my first question would be what's going to be your game plan for the deck. It doesn't look like its typical Izzet spell slingers/storm yet there are some solid pieces for it. There's a mix of lifegain that feels unnecessary. And then there's some anti synergy with the commander if you want to be pinging with the card draw. Right now, I don't know what the deck wants to do and so its hard to give solid suggestions currently
As for the question you posed specifically, mana ramp.
30 lands is low, and there's a lot of top end cards in the curve that likely wont be castable cause of it. I'd say start at 35 lands and then go from there.
As for mana rocks, Pristine Talisman isnt great unless its lifegain focused, and even then, the 1 life gained is usually inconsequential. Replicating ring feels like it will be targeted if you get close to 8 counters on it, and there isnt any way to accelerate adding more. Izzet Keyrune is ok, but there are 2 mana rocks that could fit in before that.
I'd say start with the 2 mana rocks, Mind Stone, Fellwar Stone, Thought Vessel, Izzet Signet and Talisman of Creativity to start, then add some of the 3 mana rocks like Decanter of Endless water, the Keyrunes/Cluestones/Lockets, Commanders sphere or worn powerstone.
I'd try to make sure to get as many of the 2's in as you can, and then look into some of the 3's, starting with Decanter cause you'll be trying to draw lots of cards with Niv.
so the commander i do want is niv mizzet parun but i cant find it in LGSs near me so i had to settle for the other version till it get it
mk, then I would focus on drawing cards and slinging spells. The main wincons I can see would be Grapeshot storming off, Niv Ping damage, or Thoracle if given the time.
Take out: A lot of the creatures. Theres some mill, some exile and some haste. The only creatures I would say you'd want would either 1. draw you cards, or 2. benefit from casting spells (cost reducers/damage pingers)
Pretty much all the artifacts that arent mana rocks, except for Aetherflux.
Add in:
Ways to increase your hand size, Thought Vessel, Reliquary Tower, Decanter of Endless water as the 3 must includes I would say. Folio of Fancy, Magic Mirror, Ancient Silver Dragon, Nezahal, no max hand size, + drawing more.
Spellcasting Token makers: Young Pyromancer, Talrand, Metallurgic Summonings, Docent of Perfection, Manaform Hellkite
Some wheel effects, Wheel of Misfortune, Windfall and Midnight Clock.
Torbran would make Niv's ping or Grapeshot damage from 1 to 3
Magecraft cards from strixhaven, key one being Storm-Kiln Artist and Archmage Emeritus. Magecraft cares about copying and casting spells, Storm kiln makes treasures to help you keep spinning your wheels and Archmage is a mini Niv.
Thousand Year Storm, gives all your spells Storm, or any spell with Storm really.
Ways to multiply your card draw: Teferi's Ageless insight, Teferi's Puzzle Box, Alhammarrets Archive
While not in the spell slinging & drawing focus, a deathtouch equipment to throw on Niv. Lets you kill creatures with a single ping.
Mana reduction: Wizards of Thay, Jaces Sanctum, Vadrik, Mizzix, Goblin Electromancer, Baral
Spell recursion/copying. Dualcaster mage, Archaeomancer, Mnemonic Wall, Intelligence Swarm, Pyromancers Goggles, Krark
Instants&Sorc: Adding in a lot of cheap cantrips and protection to let you keep going off, so 1-2 mana cantrips to build up storm, 2-3 mana counterspells to protect Niv/storm and some game enders like Apex of Power or Minds Desire.
Its a lot of things but it should focus the deck.
