After some time and research, it’s been discovered that the “Turn Sunbathers Into Seabathers” instinct only completes for whoever is hosting the game
My friend & I have tried it with alternating hosting, and each time it’s only completed for whoever is the host of the game, so as of right now we’re unable to both 100% the same game due to this bug
