Newest server version is outdated?

when im setting up my server there is 15 or so mods that dont load which doesn't allow me to load, is downloaded the newest sever version off curse forge is there a way to fix this without manually replacing 15 mods

are you running the "startserver" script to install and run the server?

or are you trying to just upload it to a host as-is from the zip?
