Left clicking on a Hopper Botany Pot with the Steam Mining Drill consumed the drill and the stack of compressed Lignite Coal inside of it, and turned the Dirt inside the pot into a Dirt Path.

Well I hope it can be fixed, best not to assume vanilla tool interaction will work with modded block entities. You should report this to botany pots, I imagine it will have the same issue with other modded tools that do not have durability.
