I am trying to make a server but the server files didn't come with any of the mods or configs do i just take everything from the actual modpack?

the mods are downloaded automatically using the script

if your server wont let you use a starter script, then run the script locally once then upload your files

i suggest taking a look at server-setup-config.yml for the arguments that are suggested and for the jar name that your server should be launching
