Make Storm Cloak and Flame Cloak more viable

This is more of a suggestion than anything.
as they are right now both runes are not all that useful.

Storm Cloak - lightning restores energy and damage from lightning is reduced (lightning damage is reduced by 1). there are only 2 instances where this rune could be viable.

Flame Cloak - reduces fire damage and burn duration. this is pretty much in the same line as the Storm Cloak rune where it's only reduced by 1 or so.

I'd like some people to chime in with ideas on how to make these two runes have more use. my thoughts are alt versions of Spirit form and Wisp form.

Storm Cloak being an alt for Spirit form where you are a spirit fox engulfed in lightning sparks or the spirit form itself lightning sparks and moves a bit faster but drains energy faster than normal spirit form. still have the lightning damage reduction obviously.

Flame Cloak being an alt for Wisp form where it's pretty much a ball of fire and can light torches and maybe remove red vines? I dunno. Maybe still have the fire damage and burn duration reduction... tbh I don't know on this one fully.

I love the patterns of both runes and would love for both runes to get some more use.

I really liked the idea of the wisp rune either having more air time cause the rune moves very slow and by the time you are close to where you wanna look your stamina is out. I would love if the wisp rune attracted the wisps and you could get them that way other than running lol 😆

Call me a massochist but would kinda like there to be storms with risk of lightning on occasion to get use of the rune too
