If the Ojo misses and chooses an out of play character, the ST can choose to kill anyone. Usually an Ojo miss is going to benefit the good team, to reward them fooling the Ojo. Also, a Farmer could turn the Spy into an evil Farmer, so the confirmation chain can always be questioned.

The Ojo can eliminate powerful Townsfolk early, but with the risk of missing and eliminating the wrong targets. This incentivises good players to claim out of play characters and bluff, to get the Ojo as confused as possible, and for them to miss often.
The Townsfolk are full of powerful characters the Ojo wants to kill, such as the Dreamer, Juggler and Mathematician. The Monk has many choices to protect, and a single protection can tip the balance into good's favour. The Virgin can check for drunkenness and can be a confirmed good player who can collect a lot of information. The Farmer can take advantage the Ojo missing and can create a useful confirmation chain.
Outsiders throw a spanner in the works for Town! A powerful townsfolk can be the Drunk, or an evil Goon with an bold claim. The Ojo could sacrifice a kill to turn a Goon evil, and sell a Monk claim. The Barber gives the Ojo a get out of jail free card if in play, and the Recluse can mess with many information the Townsfolk can get, like the Shugenja, Seamstress and Chef.
Lastly, the minions help keep any strategy from Town from being dominant. A town could be full of offbeat bluffs, but with a Spy in the game, the Ojo may be one of the few players not confused about the true state of things. The Spy can create lots of misinformation with Seamstresses, Chef numbers and Shugenjas, and a 'miss' with a Farmer may in fact be a way to introduce the Spy to the Farmer chain. The Baron also means in a 12 player game, all Outsiders are in play, and those will always be safe choices for the Ojo to pick if bluffs leave them stuck. The Poisoner rewards confusing the Poisoner and the Ojo, and bluffing a often, while the Harpy can add extra kills for the Ojo or create a lot of confusion. The Baron and Poisoner may mean the Virgin is more difficult to confirm, or confirms a piece of poisoned information, while the Harpy and Spy can make the Virgin lead the town in the wrong direction.
