Respec Contacts
An earned respec is used by visiting a special contact.

Heroes: Jack Wolfe, located in City Hall in Atlas Park; and James Frost in Fort Trident.
Villains: Arbiter Lupin, located next to to the AE Building in Nerva Archipelago; Arbiter Sawyer, standing near the Pocket D entrance in Port Oakes; and Jacob Stone in The Crucible.
Praetorians: John Snow, in Imperial City, inside Studio 55. He is on the third floor of the club past the gambling area.

Day Job tip: Even for parked characters, you can still move them around every 5 days for Day Job progress. There are 33 total Day Jobs. A character from levels 1-14 will be able to get 23 of those, at level 15 you can get two more (Chronologist and Predator) and at level 35 you can get two more (Cimeroran and Vanguard Recruit).
Hero and Villain each have 6 Day Jobs exclusive to that alignment:

BLUE: City Official, Commuter, Dimensional Explorer, Intern, Law Enforcer, Shop Keeper
RED: Arachnos Official, Arachnos Agent, Crey Employee, Pilot, Smuggler, Demagogue

You can pick up the other side's six by switching Hero/Villain alignments. (My suggestion is to get the six Day Jobs exclusive to your alignment first, then go after whatever you want most.)
NOTE: Rogues and Vigilantes can get progress on the badge bar, but not the actual Day Job until you are full red or full blue alignment.

Here's a list of all missions and story arcs in the game with their associated level ranges. It's completely unfiltered, though, including content that may have been deprecated or existed only for internal testing. The first column lists the source file, which is typically {but not necessarily} the name of the contact who issues it, which should help . You can filter by specific levels by clicking the little drop-down arrow in the top column and the last column shows the introduction text for either the mission if it's a one-off or the first mission in the story arc. With any luck, this should be useful to fellow completionist addicts.

+3 DO = 19.16% | +0 DO = 16.66%
Generic Level 15 IO = 19.2% (which you never have to chase the +3 slotting advantage for)
Frakenslotting can be even more effective.
1 each of +3 DO in damage and recharge = 19.16% / 19.16%, as long as you chase the +3 with every levelup
1 each of a level 13 Dam/Rec IO from 2 different sets = 20.8% / 20.8% which you never have to chase.

So starting at level 10, you can frakenslot level 13 IO sets and always be better than DOs, and that doesn't count any set bonuses.

+3 SO = 38.33 % | +0 SO = 33.33%
Generic L20 IO = 25.6% | L25 IO = 32% | L30 IO = 34.8% | L35 IO = 36.7%
Frakenslotting can get you earlier benefits here also.

1 each of a level 24 Dam/Rec IO from 2 different sets = 38.4% / 38.4% which you never have to chase.

So starting at level 21, you can frankenslot level 24 IO sets and always be better than SOs, and that doesn't count any set bonuses.
