So basically, the orbital laser has a recharge rate, and well, if there could be recharge reductions in the station upgrades, that would be great, as using the orbital laser too long will result in being unable to use it.

I agree. The mechanics of the batteries on the orbital station, dedicated specifically to the laser, seem logical: the more excess power you have, the faster the batteries recharge (and the shorter the wait for the laser to recharge), and the more batteries you have, the longer you can use the beam. Just add this mechanic, and it will solve the problem.
