No. The belt can be empty. All belts go half speed.
I don't understand, you have green belt going into yellow belt, and it looks like the yellow belt isn't being fully utilized. Can we see the later half of what consumes the yellow belt?
I tested all scenarios. Even an empty belt when being filled runs at half speed. No matter which belt.
yeah, can't really saw without seeing more of your place. looks just like there's some restriction on the output side. If it's a problem you can do a F9 submit to give them your save file. But if you want some here to help you troubleshoot we'd need more than that one clip. screenshots or other videos maybe.

The only solution to the problem is restarting the game or sometimes rebooting PC.
The issue is, the problem does not seem consistent. Difficult to replicate but happens every now and then.
the tail end of that video it looks like it's working. maybe your PC is slowing or something? Yeah, that's a weird one. It doesn't look like the game is detected slowdowns so maybe something else. Send them the save file, and tell them if you did it here maybe they'll work it out. Can't see another reason though, the limiting simulation performance usually hits now before that happens, but it isn't occurring for that.
I will monitor it and submit it next time it happens.

Is there any update on this as I seem to have this issue consistently now. The only way for me to fix it is to restart my computer.
It's definitely an odd one. I'd expect to see your simulation limited acting up as that would slow your belt, but its not being flagged in the video.
Don't think I've seen this anywhere else yet.
If a system pc fixes it though it might just be a backend thing.
When it happens, does the in-game time still increment in its normal time, or is the whole world slower?
I have seen this before. The items on the belt do not move at the same speed as the belt. Very slightly slower than the belt for me. Right now, it seems to be working, but I'll try to get an example.
I got it in a terrible video because I'm not a pro. The parts are not moving at the same speed as the belt. They're slower. This difference compounds over the entire length, but the arrows of the belt can be seen in the video as moving faster than the actual items. Sorry for the terrible quality.

Can't really gauge the video. Aliasing is a real thing. Better to see if affects throughout things. Might just be whole game is slowing but belts or just specific belts. But either way its not a good look for sure, but tracking down what the issue is should be important.
It's happening again. The minerals are moving slower than the blue belt speed.

That might be true, because I only started to notice it after my FPS dropped and my assembly lines were running.
Negative. I'm at 80FPS in this area and it's still happening.
