Oh my god. That's my Ultrakill model port. :D

Anyway, You can just use the armature of your model. Only need to rename the core bones to Valvebiped format and the proportion trick will handle the thing.

select the armature of your model and scale down the same on all axis to it about matches the height of the size reference

having it big via this method would probably be weird and cause issues. You can just use a player resizing mod in-game

You only need a model with a proper armature and you can port it.

Yes it does, unless you do a custom animation set, if not IK will be broken
